HEX fell nearly 60%, PulseX dropped 49%, and PulseChain’s PLS token lost close to 36% after Richard Heart was reported detained in Istanbul under a Finland-requested Interpol Red Notice. The crypto market reaction exposes how sharply founder risk can reprice a personality-driven ecosystem.
Turkish police and the National Intelligence Organization, MİT, detained Heart, whose legal name is Richard James Schueler, in the Beşiktaş district. The report linked the operation to a Red Notice Finland requested in December 2024 over suspected aggravated tax fraud; the reported detention is not a conviction, extradition decision, or finding of guilt.

Authorities also seized six cold wallets, seven guns and 1,400 rounds of ammunition, Justice Minister Akın Gürlek said.

Finland’s investigation concerns suspected aggravated tax fraud linked to income from June 2020 through April 2024. Finnish authorities have reportedly put the potential unpaid tax in the hundreds of millions of euros. A separate assault allegation involving a 16-year-old has also appeared in reporting about Richard Heart’s wanted status.
Reported inventories of items recovered in the Istanbul operation were about $4 million in cash, electronics, firearms, drones, 64 watches and six cold wallets.

Richard Heart founded HEX, PulseChain and PulseX, and his public persona has been central to their promotion. That concentration creates a direct confidence channel: a legal shock involving the founder can change perceived governance, communication, and execution risk even if no underlying contract or network has failed.

For traders, the distinction is practical. A sharp move in a thin market can be amplified by spreads and fragmented liquidity, and liquidation flows can compound a repricing without supplying new information about a project’s fundamentals.
Crypto market liquidations and reversals illustrate how execution and forced positioning can intensify volatility beyond the initial catalyst.
The seizure of personal assets also does not automatically halt PulseChain’s blockchain or invalidate HEX, PLS, or PLSX. The unresolved questions are narrower and more consequential: whether Richard Heart can continue directing public communication, whether project contributors have an independent operating structure, and whether the reported wallets are connected to any project-controlled funds.

The U.S. Securities and Exchange Commission case against Heart and the associated projects is separate from Finland’s investigation. The SEC’s 2023 civil complaint alleged unregistered offerings exceeding $1 billion and misuse of at least $12 million; a federal judge dismissed the case in February 2025 on jurisdictional grounds, and the agency did not pursue an amended complaint.
Near-term market risk therefore turns on confirmed legal developments and whether project operations show signs of continuity without Heart’s direct involvement.
A formal Turkish court filing or a confirmed extradition step would clarify the legal path; until then, further swings in HEX, PLS, and PLSX remain possible, but no specific outcome is established by the current record.
