Federal prosecutors have secured 24-month prison sentences for two Florida men who conspired to bill Medicare for unnecessary medications through a Kansas pharmacy.

Steven Anthony Churchill, 39, of Boca Raton, and Samson Kollelil Solomon, 28, of Pompano Beach, each pleaded guilty to conspiracy to commit health care fraud, mail fraud, and wire fraud, says the U.S. Attorney’s Office for the District of Kansas.

A third defendant, Fawn Lickteig, 46, of Lawrence, Kansas, is scheduled for sentencing on November 10th, 2026.

Churchill acquired Free State Pharmacy (FSP) in March 2020 using the identity of a deceased individual and operated it as a mail-order business while representing it to Medicare as a retail outlet.

The operation obtained patient information from telemedicine firms, filled high-cost dermatology prescriptions without proper patient evaluations, and submitted 2,699 false claims that resulted in $897,405 in improper payments, primarily for Florida beneficiaries.

Although FSP was based in Kansas, most beneficiaries were Floridians, with 948 claims for Florida residents and 381 for Kansas residents.

Says U.S. Attorney Ryan A. Kriegshauser,

“Medicare exists to help senior citizens obtain the medical services and supplies they need. Those who pillage government programs for their own enrichment will pay a heavy price when brought to justice. The agency Inspectors General under this administration are hard at work rooting out this type of fraud, and the Department of Justice stands ready to prosecute when it is found.”
