Federal authorities have denied a bond hearing to a man accused of defrauding an elderly woman of $53,000 in northern New York.
The DOJ says 42-year-old Chun Yan, a native and citizen of China, entered the country illegally from Mexico in 2023 and remains in ICE custody pending removal.
Yan allegedly drove from Brooklyn to Ogdensburg on February 24, 2026, and obtained $53,000 in cash by claiming that federal agents would freeze the victim’s assets unless she paid the Federal Trade Commission.
Prosecutors say he returned weeks later to attempt collection of an additional $50,000 from the same victim.
Local police arrested Yan on March 19, 2026, and charged him with grand larceny in the second degree, attempted grand larceny in the second degree, and conspiracy in the fourth degree.
After local release the following day, immigration authorities took him into custody under the Laken Riley Act.
U.S. District Judge Meredith A. Vacca rejected Yan’s habeas petition that claimed random arrest by ICE.
Assistant U.S. Attorney Daniel B. Moar handled the federal proceedings.
