Federal authorities have secured a $315 million settlement with a major pharmacy chain accused of improperly dispensing opioids and submitting false claims to federal healthcare programs.
CVS Pharmacy Inc., a Rhode Island-based chain, reached the agreement to resolve alleged violations of the Controlled Substances Act and False Claims Act spanning from October 2013 through December 2025, says the U.S. Department of Justice.
The chain allegedly filled excessive opioid prescriptions, early refills, and dangerous drug combinations despite red flags from suspected pill-mill doctors.
Says Associate Attorney General Stanley E. Woodward Jr.,
“Not only does this settlement hold bad actors accountable for their fraudulent activities, but Americans are safer because of it. Today’s settlement is a significant milestone in the Justice Department’s efforts to combat the opioid epidemic by cracking down on pharmacies who unlawfully fulfill prescriptions for controlled substances.”
The deal also requires CVS to add monitoring safeguards, establish a reporting hotline under a separate DEA agreement and create a process to evaluate physicians suspected of illegal prescribing.
A former employee filed the underlying whistleblower lawsuit that prompted the government intervention.
The settlement agreement includes no admission of liability by the company.
“CVS denies the allegations set forth above and in the United States’ Complaint in Intervention. The claims asserted against CVS in the Complaint in Intervention are allegations only. There has been no determination of liability.”
