The US stablecoin market is entering a new regulatory phase, with Circle’s USDC and Tether’s USDT facing different challenges as federal oversight takes shape. Last night, UK time, the Office of the Comptroller of the Currency (OCC) finalized rules implementing the Guiding and Establishing National Innovation for U.S. Stablecoins (GENIUS) Act. The framework establishes requirements covering reserves, redemptions, risk management, reporting, and regulatory supervision, with an effective date of January 18, 2027.

President Trump fundamentally transformed the future of finance with the signing of the GENIUS Act last year.

Circle could benefit from its established US regulatory positioning, while Tether faces questions about how its international stablecoin business will fit into the new framework. The stablecoin market has USDT’s market share at 60.7%, compared with 23.9% for USDC. Together, the tokens represented 84.6% of the market.

New GENIUS Act rules put Circle and Tether on different paths as USDC and USDT compete for US adoption and global stablecoin dominance.

The figures highlight both Circle’s opportunity and the scale of the challenge. USDC has room to expand, particularly among institutions seeking regulated digital-dollar infrastructure, but winning market share will require continued adoption, liquidity, and integration.

For Tether, the priority is protecting USDT’s established position while adapting to the requirements of an increasingly regulated market. Its international user base remains a significant competitive asset.

GENIUS Act on Exchanges and Institutions

The effects of the GENIUS Act extend beyond stablecoin issuers. Exchanges, payment providers, and financial institutions must assess which tokens they can support and how their products fit within the new framework.

Stablecoin rewards have emerged as another important battleground. The OCC’s final rule prohibits issuers from directly paying interest or yield to holders simply for holding payment stablecoins, but it does not impose a blanket ban on third-party reward programs. Instead, regulators will assess these arrangements case by case, including whether they circumvent the law’s restrictions.

That approach could shape how exchanges compete for stablecoin deposits. Platforms may retain room to offer qualifying rewards, while issuers and their partners will need to consider how their arrangements are structured.

The GENIUS Act also leaves further implementation work ahead, including separate requirements for anti-money laundering and sanctions compliance. The January 18, 2027, effective date gives affected businesses time to prepare, but regulatory applications and decisions will help determine how the framework operates in practice.

Can USDC Close the Gap With USDT?

New GENIUS Act rules put Circle and Tether on different paths as USDC and USDT compete for US adoption and global stablecoin dominance.

Circle has an opportunity to turn its regulatory positioning into stronger adoption among US institutions, payment companies and businesses seeking compliant stablecoin infrastructure. Tether, meanwhile, must preserve USDT’s global dominance while navigating the requirements governing access to the American market.

The GENIUS Act could make regulatory compliance a more important competitive factor, particularly for companies building payment and settlement services around dollar-backed tokens. That creates an opening for USDC to gain ground even as USDT retains its international advantages.

The next milestones will be issuer applications, regulatory decisions, and the January 2027 implementation deadline. These developments will help clarify which stablecoins are best positioned to serve American customers.
